Many people blamed littering on lack of dustbins. I used to believe so.
After a short trip to Japan. I changed my mind.
I could hardly find any dustbin especially along the roads. Even in shopping complexes I had to walk quite a distance to find one.
There was no sign saying littering would be fined. There was no enforcement officer walking around. Even policemen were hard to find. I don't remember meeting one throughout my entire trip there.
Everywhere was very clean so much so that I felt obliged to help keep the place clean!
Like what the Japanese did, I kept my rubbish in a little plastic and dispose it only when I happened to see a dustbin.
So it is not the availability of dustbins that keep the place clean. Not even the enforcement.
It is the culture!
Life Lesson 101: When it is in our culture, enforcement is not needed.
